Getting there and opening hours

The address is Rue de l'Evêque 1, 1000 Bruxelles, but the actual entrance changes, sometimes the entrance to the lift is via the main access to the building (which hosts the Municipality) and sometimes on one side where the parking entrance is (it is also a parking!) so you'll have to explore around the building to find the entrance. The Rooftop 58 is open from Wednesday to Sunday from 6PM to 1AM.
